We've consulted with an expert on Western china for this small set. It clearly has the Westward Ho brands on the cup and saucer, but does not carry a Westward Ho decal. And in fact, only the saucer is marked with the Wallace 1940s-1950s backstamp; the cup is not backstamped, probably because of its small size. But as we thought, this set is Westward Ho and was designed to go with either the Rodeo or Boots & Saddle patterns.
It is in excellent condition with only the lightest utensil marks. Its only defect that I can see is the small extra bit of clay on the handle that was part of manufacturing. You can see this in the photos. The cup is 3 1/8" wide (including the handle) and stands 2" high. The saucer is 4 7/8" wide.
